Splatr is the paint program I wanted. Swift, SwiftUI, and a custom bitmap engine. Opens instantly. Does exactly what you'd expect.

Every tool has a shortcut. Adjust brush size with [ and ]. Show/hide palettes with ⌘1, ⌘2, ⌘3.
Quick access palette plus full color picker with persistent custom colors. Foreground and background colors, just like you'd expect.
Outline only, filled with outline, or filled without outline. Works with all shape tools.
Native dark mode support. Follows your system preference automatically.
